Default 2871 spool issues

I apologize in advance if this gets long, just want to make sure I cover everything.

I purchased a GT2871r from a local who said he got the turbo off a rear ended speed6 for next to nothing. He told me it was a GT2871r with a 3071r antisurge housing. The exact specs he gave me was this:
Compressor: 56 trim, 0.5 A/R, 6+6 blade 71mm wheel
Turbine: 76 trim, 0.72 a/r, GT28 53.8mm wheel

All of my mods are in my sig but my tuner(Will from Purple Drank Tuning) and I cannot seem to figure out why it does not seem to want to build boost.

The turbo spools VERY slow and only seems to manage spring pressure (15psi) everytime by 6k rpm, yet my tune is set to 20psi.

The turbine spins freely and very smooth by hand so no issue there. At first we realized the wastegate spring was too weak, so I ordered a new 14psi wastegate from ATP hoping that would fix it...no such luck. I've tested 2 different 3-port EBCS both with the same result. I tested the wastegate preload and the flapper starts to open open right at 15psi. Tested for boost leaks and none were present.

My tuner is at a loss and we cant think of anything else to try. Possible the issue is the antisurge 3071 housing on the 2871 turbine? Just not sure what to do anymore.

Do you have under-routed FMIC piping? If so, you may have clocked the turbo too much/little, and is the cause of the boosting issues.

Antisurge housings can slow spool by maybe 200-300 rpm. You really shouldnt need antisurge as long as your bpv and wg are tuned and functioning properly.
If you have another housing available, it would be interesting to know if thats your issue. Im not sure if the surge ring can leak and cause your issue.

I would look at my WGDC targets and corrections. You don't give it much WGDC to play with. I thought that would help spool up. It also doesn't seem to be trying to up the boost by increasing WGDC. Are your error zero'd out? Are you hitting a load target?

I've also read where you can quicken boost by maxing VVT. You might search on that and see what they say

The last thing is you seem to be very conservative on your timing advance. Don't know if that would help or not, but most people are running much more advance

He is on a base map from pd so everything will be ultra conservative
