Default CEL p2009 and low boost

I’ve been getting a CEL for code p2009 which is the IMRC and it says the part could be bad or have a bad connection or a bad vacuum line on the part. Has anyone else had this problem or know where and what to look at first? Also I’ve been having low boost getting around 13-13.5 however on the highway if I drop to 5th to pass someone and sometimes even coming out an exit in 4th the car will peak at about 14-14.38 psi. I don’t think I have a boost leak because I can build boost haven’t had the chance to do a boost leak test but I also don’t understand why I’m higher gears I can build more boost? Is the car under more of a load in a higher gear? And does anyone know or think the two issues could be related to each other? Thanks guys let me know what you think.

You IM is separated in 2 set of runner and it move on and off with a vaccuum actuator. It could be a bad solenoid, a vac live, a tear in the actuator diaphragm or just rust/dirt in the moving parts...

You car get more load in higher gears and get more time to build boost than in lower gears...

If you check for leaks and you didn't made a test under compressor pressure, you aren't done checking for leaks....
