Defective turbo or wastegate?

So I got my BNR S3 installed about 2 months ago. After the base tune from Freek, I was running only 8psi so he had me add more preload. 8psi turned into 13psi after 6 turns of the wastegate actuator rod. After that, he still had me add more preload because I still wasn't hitting the correct numbers. 13psi turned into 16psi. He had me add more preload again, but the rod only allowed two more turns until it was maxed out and its only pushing 17psi when Freek said I should be seeing close to 22psi. Not only that, but my boost is fluctuating in the higher RPMs. Here are the 3 3rd gear and 1 4th gear wot logs I sent to Freek and you can see it skip sometimes even from 17psi to like 14psi.
