Default Help. Newly finished Build car cranks but won't Start

Hi guys I finished my build last week but my car won't start. Car cranks but won't catch all the way and start. Only codes I'm getting are P2138 for accelerator position voltage and the EGR code (It's deleted). When I hold the gas and start it the car catches more but it dies and smells like fuel out the back like the cylinders are getting flooded with fuel. Car has a newly built block and I received a tune from Will at PD. I've checked all grounds, swapped the engine harness, inspected and cleaned all electrical connections, checked under dash by PCM and no problems were found. I've already swapped the pedal and no change. HPFP is a CPE unit that was cleaned and resealed before swap and injectors were sent out to Deatschworks for cleaning/flow testing and no problems were found. Throttle body is a brand new corksport throttle body. Any ideas on what else to check? (Click on link for vid)

Has the car run at all after putting in the newly built block?

Nope hasn't run at all. Just checked the plugs and they were black

Have you tried flashing back to stock tune, just to see if it starts?

Double check the coil ground on the bracket by the hpfp?

Haven't gone back to the stock tune to try it

So today I pulled the plugs and as I said they were black and also found gas in the cylinder. Checked spark by pulling coils and checking and all cylinders have spark, compression is good. Swapped plugs and still got the same issue and gas dumping into the cylinder. My current theory is that the P2138 acclerator pedal code is telling the ECU to dump fuel into the cylinders hence the black plugs

Update

Ran through the FSM tests of checking for shorts/open circuits in the wiring harness for the throttle body and accelerator pedal and everything came back clean. Did voltage checks at the PCM for conditions for pedal depressed/released and it failed and it seems like no voltage is coming from or going to pedal to the PCM. Checked voltage at the Pedal connector and I'm only getting 1.3V max KOEO. I'm leaning towards my PCM being bad at this point. Current theory is that the accelerator pedal position circuit inside the PCM is bad and is causing the PCM do dump gas at the injectors.

I've literally checked/rechecked everything I can at this point. If anyone has any input please let me know before I take it to a shop or get a new PCM.
