Default Anyone able to identify this chip?

Pictures below.
So I'm in right at the end of a rebuild of an 06 speed 6 and I can't get cylinder 4 to fire.
The car runs rough for about 10 seconds and then dies. I pulled the plugs and cylinder 4 is wet as hell and has no signs of ignition. I noticed that the previous owner has spliced into the control wire between the ecu and the ignition coil. I followed the wire to under the dash to and found this chip, which appears to be altering the timing or something of that sort based on the input from the ignition system. It has a blue light on it when I power on the car but I found a small black button that when pressed turns the blue light off. I decided to try to run the car with it off (presumably) and sure enough the car runs. I mean I'm still not seeing ignition on cylinder 4 but I'm fairly confident this is the culprit. I'll be testing for a spark over the weekend but in the meantime I'm just hoping to find out what this chip is/does/where it came from.

Any help would be appreciated. Thanks in advance.
